Cosmetics Manufacturer Registration in Korea
A business that manufactures all or part of a cosmetic product in Korea must register as a cosmetics manufacturer (화장품제조업) with the Regional Office of Food and Drug Safety (지방식품의약품안전청) covering the manufacturing site. It needs a work area, storage area, testing room and other facilities plus the representative's medical certificates, and the application form sets a processing period of 15 days. A brand that outsources production and only sells under its own name registers as a cosmetics responsible seller (화장품책임판매업) instead.

Cosmetics manufacturer registration (화장품제조업 등록) under the Cosmetics Act (화장품법) is filed with the Regional Office of Food and Drug Safety (지방식품의약품안전청) that covers the manufacturing site by any business that manufactures cosmetics itself, manufactures them under contract, or does primary packaging. The applicant needs a work area, storage area, testing room and quality testing equipment, and attaches the representative's medical certificates and a facility specification. The application form sets a processing period of 15 days; a brand that outsources production and only sells under its own name registers as a cosmetics responsible seller (화장품책임판매업) instead. YouSun Administrative Agency prepares and files the cosmetics manufacturer registration application and attachments.

Common situations
Pick the question closest to your case: each one gives the conclusion first, then what changes it, the documents involved and the expected timeline.
If we have no factory and use an OEM to produce our brand's cosmetics in Korea, do we also need cosmetics manufacturer registration?
Short answer If a registered cosmetics manufacturer does the production and you only distribute and sell the finished products under your name, you register as a cosmetics responsible seller, not as a cosmetics manufacturer. The registered manufacturer handles production.
- You outsource the entire manufacturing process Register as a cosmetics responsible seller of the type that distributes and sells cosmetics manufactured under contract.
- You perform part of the process or the primary packaging yourself That process also requires cosmetics manufacturer registration, so prepare both registrations.
- Documents
- Responsible seller registration documents (see the responsible seller page) / if you perform a process yourself: cosmetics manufacturer registration application, representative's medical certificates, facility specification
- Timeline
- 15 days per the cosmetics manufacturer registration form
Which manufacturing type should an OEM/ODM factory that produces cosmetics for other brands register under in Korea?
Short answer Cosmetics manufacturing has three sub-types: manufacturing cosmetics directly, manufacturing cosmetics under contract, and primary packaging only. A factory producing for other brands registers under the contract manufacturing type, and the application states the manufacturing type and whether the business also operates as a responsible seller.
- You only produce under contract Register only as a cosmetics manufacturer under the contract manufacturing type.
- You also make and sell your own brand Add the direct manufacturing type and also prepare responsible seller registration.

- 15 days per the application form
Does a company that only fills cosmetic contents into containers and packs them need cosmetics manufacturer registration in Korea?

- You fill contents into containers (primary packaging) Register as a cosmetics manufacturer under the primary packaging type.
- You only do secondary packaging or labelling Cosmetics manufacturer registration is not required.
- You later add direct or contract manufacturing to a primary packaging registration File a manufacturing type change registration with a facility specification.

We will handle only part of the cosmetics manufacturing process. Do we still need a full work area, storage area and testing room?
Short answer The rule is to have a work area, storage area, testing room and quality testing equipment, but a manufacturer doing only part of the process may omit facilities and equipment other than those needed for that process.
- You perform the whole process Provide the work area, storage area, testing room and quality testing equipment.
- You perform only part of the process Identify the facilities and equipment that process needs and set them out in the facility specification.

Our small cosmetics workshop cannot have its own testing room. Can we register as a manufacturer in Korea if we outsource quality testing?
Short answer If you outsource quality testing of raw materials, packaging materials and products to a Research Institute of Public Health and Environment, a manufacturer with a testing room, a designated cosmetics testing and inspection institution, or the Korea Pharmaceutical Traders Association (한국의약품수출입협회), you may omit the testing room and testing equipment. The work area and storage area are still required.

How long does cosmetics manufacturer registration take in Korea, and when can production start?

- You test in-house Prepare to the standard that includes the testing room and quality testing equipment.

If the move changes the competent office, file with the Regional Office of Food and Drug Safety covering the new location.
- You move within the same jurisdiction File with your current regional office, attaching the registration certificate and a new facility specification.

Who needs cosmetics manufacturer registration?
Under the Cosmetics Act (화장품법), a cosmetics manufacturer is a business that manufactures all or part of a cosmetic product; processes limited to secondary packaging or labelling are excluded. There are three sub-types: (1) manufacturing cosmetics directly (2) manufacturing cosmetics under contract for another company (3) primary packaging only. Primary packaging means the container in direct contact with the contents, so a business that only fills contents into containers still needs cosmetics manufacturer registration.
By contrast, a brand that has an OEM or ODM partner produce its products and only distributes and sells them under its own name registers as a cosmetics responsible seller, not as a manufacturer. A business that both makes and sells its products registers as both, and the manufacturer application has a box asking whether the business also operates as a responsible seller.
What are the facility standards for a cosmetics manufacturer?
An applicant must have: (1) a work area with facilities that keep out rodents, insects and dust, work benches and other equipment needed for manufacturing, and dust removal facilities in rooms where powder is handled (2) a storage area for raw materials, packaging materials and products (3) a testing room for quality testing of raw materials, packaging materials and products (4) facilities and equipment needed for quality testing.
There are two exceptions. A manufacturer doing only part of the process may omit facilities and equipment other than those that process needs. And a manufacturer that outsources quality testing to a Research Institute of Public Health and Environment, a manufacturer with a testing room, a designated cosmetics testing and inspection institution or the Korea Pharmaceutical Traders Association (한국의약품수출입협회) may omit the testing room and testing equipment. The manufacturing facilities may also be used to make products other than cosmetics unless there is a risk of cross-contamination.
What are the disqualification grounds for cosmetics manufacturer registration?
Registration is not available to: (1) a person with a mental illness (except a person a psychiatrist recognises as suitable to be a cosmetics manufacturer) (2) a person under adult guardianship (3) a person addicted to narcotics (4) a person sentenced to imprisonment without labour or heavier for violating the Cosmetics Act or the Act on Special Measures for the Control of Public Health Crimes (보건범죄 단속에 관한 특별조치법) whose sentence has not been completed or remitted (5) a person on probation for a suspended sentence of that level for those violations (6) a person whose registration was cancelled or whose business was closed less than one year ago.
The mental illness and narcotics addiction grounds apply only to cosmetics manufacturers, not to responsible sellers, which is why only the manufacturer application requires medical certificates for these two points.
What documents are required for cosmetics manufacturer registration?
The cosmetics manufacturer registration application (electronic filing available) is filed with: (1) a doctor's certificate that the applicant (the representative, for a corporation) is not a person with a mental illness, or a psychiatrist's certificate that they are suitable as a cosmetics manufacturer (2) a doctor's certificate that they are not addicted to narcotics (3) a facility specification.
The applicant does not submit the corporate register; the regional office checks it through shared administrative information. The application states the applicant's details, the trade name and location of the manufacturing site, the manufacturing type, and whether the business also operates as a responsible seller.
What is the procedure and how long does it take?
(1) Decide the manufacturing type (direct, contract or primary packaging) → (2) secure and fit out the site and decide whether to outsource quality testing → (3) obtain the representative's medical certificates → (4) file the application and attachments → (5) review and supplementation → (6) issuance of the cosmetics manufacturer registration certificate.
The application form sets a processing period of 15 days. When the requirements are met, the office records the registration number and date, the manufacturer's name, the trade name, the site location and the manufacturing type in the register and issues the certificate. Time for site fit-out, certificates and supplementation is separate from the processing period.
Which changes require a change registration after registering?
Change registration is required for: (1) a change of manufacturer (the representative, for a corporation) (2) a change of trade name (the corporate name, for a corporation) (3) a change of site location (4) a change of manufacturing type. File the cosmetics manufacturer change registration application with the registration certificate within 30 days of the change (90 days for a location change caused by administrative district reorganisation).
A new representative submits the two medical certificates, and a business transfer also needs proof of the transfer. Relocation requires a facility specification, and if the move changes the competent office, you file with the regional office covering the new location. A primary packaging registrant that switches to or adds direct or contract manufacturing also submits a facility specification. The change registration form sets a processing period of 15 days.
Failing to register a change leads to administrative sanctions; for an unregistered change of site location or manufacturing type, the first-violation standard is a one-month suspension of manufacturing.
What must a cosmetics manufacturer comply with after registration?
A cosmetics manufacturer must: (1) follow the responsible seller's guidance, supervision and requests under the quality control standards (2) prepare and keep the manufacturing control standard, product standard, manufacturing control records and quality control records (electronic form included) (3) keep the site, facilities and equipment hygienic and protected from contamination (4) inspect facilities and equipment regularly and maintain them (5) keep hazardous items out of the work area and prevent harmful substances from leaking or being released (6) submit items needed for quality control to the responsible seller (7) carry out the necessary tests, inspections or assays from receipt of raw materials to release of finished products (8) supervise any contractor used for manufacturing or quality testing and keep its records. Breaching these duties is punishable by a fine of up to KRW 2 million.
Where facilities fail the facility standards or are worn or damaged so that safety and quality are at risk, the authority can order repairs or ban use of the facilities until repairs are done. CGMP (우수화장품 제조 및 품질관리기준, Korean cosmetics good manufacturing practice) is a recommended standard rather than a registration requirement; compliant facility assessment is covered on the CGMP page.
What can an administrative agent help with?
On your authorization, YouSun Administrative Agency determines the manufacturing type, pre-checks the facility standards, prepares the registration application and facility specification, files with the competent Regional Office of Food and Drug Safety, responds to supplementation requests and prepares change registrations and closure or suspension reports. Facility construction, quality testing and on-site CGMP quality consulting are not provided. Work restricted by other laws cannot be handled, and court representation is outside the scope of an administrative agent. Whether registration is granted is decided by the competent authority.
