CGMP Compliant Facility Assessment for Cosmetics in Korea (우수화장품 제조 및 품질관리기준 적합업소)
The CGMP assessment is the procedure in which the Minister of Food and Drug Safety reviews documents and conducts an on-site inspection to decide whether a cosmetics manufacturer follows the Korean cosmetics good manufacturing practice standard (우수화장품 제조 및 품질관리기준). It is a recommended standard, not a condition of manufacturer registration. A facility found compliant receives a compliant facility certificate and may display the logo on the facility and its products.

The CGMP assessment is the procedure in which a cosmetics manufacturer that has applied and operated the Standards for Good Cosmetics Manufacturing and Quality Control (우수화장품 제조 및 품질관리기준) at least 3 times applies to the Minister of Food and Drug Safety with a self-assessment, its operating organisation, facility details and manufacturing and quality control status, and receives a compliant facility certificate after document review and an on-site inspection. It is a recommended standard rather than an obligation, and the processing period on the application form is 90 days. YouSun Administrative Agency prepares and files the application for assessment of CGMP implementation and its attachments.

Common situations
Pick the question closest to your case: each one gives the conclusion first, then what changes it, the documents involved and the expected timeline.
We are registered as a cosmetics manufacturer in Korea. Do we need a CGMP compliance decision to operate?
Short answer No. CGMP is a standard that MFDS may recommend to manufacturers, and it is not a requirement for manufacturer registration. However, manufacturer obligations such as preparing and keeping standard documents and records, hygiene management and testing and inspection apply regardless of a compliance decision.
- You only want to manufacture without a compliance decision Meet the manufacturer obligations (standard documents and records, facility hygiene and inspection, testing from receipt to release) and operate.
- You want the compliant facility logo or adjusted surveillance Apply and operate the standard at least 3 times, then apply for the assessment.
- Documents
- Manufacturing control standard, product standard, manufacturing records, quality control records (obligations) / for a compliance decision, the application for assessment and attachments
- Timeline
- If you apply, the processing period on the application form is 90 days
Our factory is still being built. Can we apply for a cosmetics CGMP assessment before registering as a manufacturer in Korea?
Short answer The standard is aimed at cosmetics manufacturers, and the application form asks for the plant's area, staff and operating record, so the order is to complete manufacturer registration first, apply and operate the standard at least 3 times, and then apply.
- You are not yet registered as a manufacturer Complete cosmetics manufacturer registration first.
- You are registered but lack an operating record Apply and operate the standard at least 3 times, prepare the self-assessment and then apply.

Our plant receives bulk product from elsewhere and only does filling and packaging. Can we still get a CGMP compliance decision in Korea?
Short answer Yes. Partial processes are divided into bulk manufacturing and filling and packaging (primary packaging). You state the process on the application, and the certificate and logo are issued for partial processes.
- You only do filling and packaging (primary packaging) Select filling and packaging under partial processes in the application category.
- You do everything from bulk manufacturing to packaging Apply for all processes.

- You have operated the standard fewer than 3 times Complete the required number of runs before preparing the self-assessment.
- You have records of 3 or more runs Prepare the self-assessment together with the other attachments and apply.

- Correction results, standard documents and records, internal audit records
- Timeline
- Regular inspection at least once every 3 years / the correction period is set by MFDS
If an overseas manufacturer's quality control is recognised, can we skip domestic quality testing of imported cosmetics in Korea?
Short answer A responsible seller importing cosmetics may skip domestic quality testing where the overseas manufacturer's quality control standard is mutually recognised between countries or recognised as equal to or higher than the Korean good manufacturing standard; the manufacturer's test report then replaces the quality control record.
- You want to skip domestic quality testing Apply to the Minister of Food and Drug Safety for a site inspection of the overseas manufacturer.
- The recognition is cancelled Domestic quality testing by batch is required again.
- Documents
- Site inspection application documents (under the procedure set by MFDS), the overseas manufacturer's quality test report, import management record

What is the CGMP assessment, and is it mandatory?
CGMP refers to the Standards for Good Cosmetics Manufacturing and Quality Control (우수화장품 제조 및 품질관리기준) published by the Ministry of Food and Drug Safety (MFDS, 식품의약품안전처). The notice sets detailed requirements and recommends that cosmetics manufacturers implement them so that they manufacture, control, store and supply good-quality cosmetics.
What a cosmetics manufacturer must comply with are the manufacturer obligations set by the Enforcement Rule of the Cosmetics Act (화장품법 시행규칙): preparing and keeping the manufacturing control standard, product standard, manufacturing records and quality control records; keeping the plant, facilities and equipment hygienic and inspecting them regularly; testing or inspecting materials from receipt to release of finished products; and following the guidance and supervision of the responsible seller. CGMP is a separate standard that MFDS may recommend to manufacturers, so it is not a requirement for manufacturer registration.
Who can apply for the CGMP assessment?
The applicant is a cosmetics manufacturer (화장품제조업자): a business that manufactures cosmetics itself, manufactures under contract, or carries out primary packaging. If the business is not yet registered as a manufacturer, registration comes first.
There are two application categories: (1) all processes, and (2) partial processes. Partial processes are bulk manufacturing and filling and packaging (primary packaging). A facility performing only part of the process states that process on the application, and the process is also written on the compliant facility certificate.
How is the Standards for Good Cosmetics Manufacturing and Quality Control organised?
The standard has five chapters.
(1) General provisions: purpose and definitions (manufacturing, quality assurance, deviation, out-of-specification, bulk product, batch number and others) (2) Human resources: independent manufacturing and quality departments for each plant, staff responsibilities, training, staff hygiene (3) Manufacturing: building and workroom facility standards with hygiene and maintenance, receipt, release and storage of materials and water quality, standard documents, weighing, process control, packaging, storage and release of finished products (4) Quality control: testing, sampling and retention, disposal, contracting, deviation management, complaints, recalls, change control, internal audits, document control (5) Assessment and supervision: assessment and decision, preferential measures, follow-up management
An out-of-specification result (a test result that does not meet the acceptance criteria) must be reported to the responsible person under the procedures and investigated, and the responsible person decides whether it is a deviation, non-conforming or on hold.
What documents are needed to apply for the CGMP assessment?
The application for assessment of CGMP implementation (실시상황 평가신청서) is filed with the following attachments.
(1) Self-assessment after applying and operating the standard at least 3 times (2) Operating organisation: organisation and operating status, CV of the quality manager, training rules and training records (3) Plant facility details: a 1/100 scale measured floor plan showing workrooms, testing room, storage, auxiliary facilities, doors and corridors; ventilation system diagram; water treatment system diagram; list of manufacturing and testing facilities and equipment (name, specification, quantity) (4) Manufacturing control status: manufacturing control standard and list of rules, contract and management status for contract manufacturing, rules on workroom zoning and entry, cleaning and disinfection methods, pest control rules and records (5) Quality control status: calibration rules and records for equipment, manufacturing water control rules and test examples, equipment inspection rules and equipment register, contract and management status for contract testing
The application form states the plant name, address and representative, the area of workrooms, testing room and storage, the number of staff in manufacturing and quality departments, and the application category.
What happens after filing, and how long does it take?
The processing flow on the application form is: application → receipt → review → on-site inspection → decision → notice and certificate. The processing body is MFDS. The Minister of Food and Drug Safety evaluates the submitted documents, carries out an on-site inspection using the CGMP implementation checklist, and issues a CGMP compliant facility certificate when the facility is found compliant.
The processing period on the form is 90 days. Time to apply and operate the standard at least 3 times before filing, and time for responding to supplementation requests, should be planned separately from these 90 days.
What changes once a facility is found compliant?
(1) Logo: a compliant facility may display the compliant facility logo on the plant and on cosmetics manufactured there, or advertise that it has been found compliant. There are separate logos for all processes and partial processes; the logo is scaled proportionally to the use and packaging size and printed or engraved so that it is easy to recognise.
(2) Surveillance: MFDS may exclude a compliant facility from regular sample collection testing and regular surveillance.
(3) Support: MFDS may support manufacturers that comply with the standard with technical know-how and training, advice, and repair or upgrade of facilities and equipment.
Items (2) and (3) are discretionary ("may"), so they do not apply automatically to every facility.
How do follow-up management and cancellation work after a compliance decision?
MFDS carries out an on-site inspection of each compliant facility at least once every 3 years using the CGMP implementation checklist. Separately, it may inspect at any time a facility whose manufacturing or quality control is considered problematic.
Where follow-up finds a facility non-compliant, MFDS may order correction within a set period or cancel the compliant facility decision. Standard documents, records and internal audits therefore need to be maintained after the decision as well.
What can an administrative agent do for a CGMP assessment?
When authorised by the client, YouSun Administrative Agency prepares the application for assessment of CGMP implementation, reviews the application category (all processes or partial processes), organises the attachment list and checks for omissions, files with MFDS, and prepares documents in response to supplementation requests.
We do not provide on-site quality consulting, design the content of standard documents or procedures, carry out facility construction, or perform validation, calibration or testing. These are handled by the manufacturer itself and by specialised companies and testing bodies. Cosmetics manufacturer registration itself is covered on the cosmetics manufacturer registration page. Whether a facility is compliant is decided by MFDS.
