What are KC certification and radio certification?
KC safety certification comes from the Electrical Appliances and Consumer Products Safety Control Act: electrical products are those connected to AC or DC power, and depending on the product they fall under safety certification, safety confirmation filing or supplier's conformity confirmation. Safety certification proves safety through product tests and a factory audit, safety confirmation means receiving a test from a safety confirmation testing body and confirming conformity with the standards, and supplier's conformity confirmation means confirming it yourself by your own test or a third party's test. Radio certification is conformity assessment of broadcasting and communications equipment under the Radio Waves Act: anyone making, selling or importing such equipment must obtain certification, registration, self-conformity confirmation or provisional certification.
What are the requirements?
(1) Safety-certification products: the manufacturer (including foreign manufacturers) or importer must obtain safety certification from a certification body per model.
(2) Safety-confirmation products: receive a safety confirmation test per model, confirm conformity with the safety standards, then file with the Minister.
(3) Supplier's conformity products: confirm yourself by your own or a third party's test and, for electrical products, file the result.
(4) Radio conformity assessment: equipment that may harm the radio environment needs certification by the Minister after testing by a designated testing body; other equipment is registered after testing; low-risk equipment may be self-confirmed by your own test or testing by a body. Those who register or self-confirm must keep supporting documents.
(5) Exemptions: equipment with limited use such as testing, research, technology development or exhibition, and products made only for export and not sold in Korea may be exempted.
Which documents are needed?
The safety certification application (Form 4) with: (1) a copy of the business registration or equivalent, (2) proof of agency if applying through an agent, (3) a product description, (4) circuit diagrams and a parts list (electrical products), and (5) a sample of the certification mark; samples for testing are also submitted. A foreign manufacturer may appoint a person residing in Korea as its agent to apply.
A safety confirmation filing is made with the filing form and attachments, including the test result issued by the safety confirmation testing body.
For radio conformity certification, submit the application with documents notified by the Minister such as a component layout and external drawings.
What is the procedure?
[Safety] Before shipment or customs clearance, submit the application and documents per model to the certification body, submit samples → product test and factory audit → notification of the result. For safety confirmation, file before shipment or customs clearance including the test result.
[Radio] Test by a designated testing body → submit the application → certificate issued and announced in the Official Gazette. After certification, mark the equipment or packaging with the conformity assessment mark, and report changes to certified details.
How long does it take?
For safety certification, the body must notify the result within 45 days of receiving the application, extended by the excess if the test period exceeds 30 days owing to the product's nature. A statutory processing period for radio conformity assessment was not confirmed in this review, so none is given.
Which authority receives the application?
Safety certification goes to the safety certification body, and the safety confirmation filing form is also submitted to the certification body under the Rule; radio certification is applied for to the Minister of Science and ICT. Tests are carried out by safety confirmation testing bodies or designated testing bodies.
What are the statutory fees?

Radio conformity assessment application fees are KRW 165,000 for certification, KRW 55,000 for registration and KRW 165,000 for provisional certification; changes unrelated to the assessment standards cost KRW 5,000 (certification) or KRW 2,000 (registration). The basis is Article 69 of the Radio Waves Act. (Product Safety Act Enforcement Decree effective 2026-02-01; Radio Waves Act Enforcement Decree effective 2025-10-01. Private service fees are not statutory fees and are excluded.)
Why is an application rejected or supplementation requested?
Matters confirmed in the law: missing application documents (business registration, product description, circuit diagram/parts list, mark sample, test samples), a missing test result in a safety confirmation filing, and missing or false conformity marks and unkept supporting documents can lead to cancellation of the assessment. Manufacturing or importing safety-certification products without certification can lead to up to 3 years' imprisonment or a fine of up to KRW 30 million, manufacturing or importing safety-confirmation products without a filing is punishable under the same Article, and selling equipment without conformity assessment, or making/importing it for sale, carries the same level of penalty.
