1. What Is Cosmetics Responsible Vendor Registration?
Any company importing foreign cosmetics for sale in Korea must register as a cosmetics responsible vendor (화장품책임판매업) with the Ministry of Food and Drug Safety (MFDS) under Article 3 of the Cosmetics Act. Operating without registration carries penalties of up to 1 year imprisonment or KRW 10 million in fines.
Cosmetics manufacturer = owns a domestic production facility (manufacturing license required)
Cosmetics responsible vendor = imports and distributes foreign brands (no manufacturing facility needed)
2. Who Must Register?
- Companies importing and selling foreign cosmetics brands in Korea
- Companies selling Korea-manufactured products under their own brand via OEM overseas
- Platforms selling customized cosmetics
3. Registration Requirements
- Responsible Manager: Graduated from cosmetics, pharmacy, or related fields, or 1+ year of relevant experience
- Business premises: Office or warehouse (no manufacturing facility required)
- Quality management: Comply with MFDS safety standards
4. Required Documents
- Cosmetics responsible vendor registration application
- Responsible manager credential (degree certificate or experience letter)
- Business registration certificate copy
- Office lease or building registry extract
- Corporate registry extract (for corporations)
5. Registration Procedure
- Appoint a responsible manager (confirm credentials)
- Complete business registration
- Apply online via MFDS Pharmaceutical Safety Gate (nedrug.mfds.go.kr)
- Receive registration certificate after document review (approx. 7–14 business days)
- File individual import notification per product
6. Post-Registration Compliance
- Maintain safety data for each imported product
- Report serious adverse events to MFDS
- Keep import and sales records for 3 years
- Renew responsible manager appointment if personnel changes
7. Korean Labeling Requirements
All imported cosmetics must display the following in Korean on the container or packaging:
- Product name and responsible vendor name/address
- Country of manufacture and manufacturer name
- Full ingredient list (MFDS-designated INCI names)
- Expiry date or period after opening
- Net content and price
- Precautions for use

Q. Is the responsible manager required to be a full-time employee?
A. The business owner may serve as responsible manager if they meet the credentials. For small businesses, employing a qualified staff member is advisable due to continuous duty requirements.
Q. Can foreigners register as cosmetics responsible vendors?
A. Yes. Foreigners with a visa that permits business activities (F-5, F-4, D-8, etc.) may register under the same conditions as Korean nationals.
Q. Does a distribution-only exclusive agreement allow immediate sales?
A. No. The cosmetics responsible vendor registration must be completed regardless of any exclusive distribution contract. Selling without registration is penalized.
Q. Is small-scale personal import subject to registration?
A. No. Personal-use small imports are exempt. Registration is only required when products are imported for commercial sale.
